Job Description

Position Summary

The Transit Dispatcher/Transit Operator III is responsible for coordinating the daily operations of a transit

system, ensuring safe, efficient, and reliable transportation services. This position monitors

transit routes, communicates with drivers, resolves scheduling issues, and responds to service

disruptions. The ideal candidate thrives in fast-paced environments, demonstrates excellent

communication skills, and prioritizes public and employee safety.

Essential Job Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Monitor and direct real-time transit operations via radio, phone, and transit management software.

2. Coordinate vehicle assignments and driver schedules based on service needs and availability.

3. Dispatch drivers to cover open shifts, detours, accidents, or delays.

4. Communicate route changes, service interruptions, and emergency instructions to drivers and passengers as needed.

5. Record and report incidents, accidents, or service deviations accurately and promptly.

6. Respond to calls and inquiries from drivers, the public, and supervisors in a courteous and professional manner.

7. Maintain up-to-date records on service performance, employee attendance, and vehicle availability.

8. Collaborate with fleet, safety, and operations teams to support efficient service

delivery.

9. Ensure compliance with safety policies, federal and state transportation regulations, and organizational

policies.

10. Assist in the development of policies and standard operating procedures.

11. Maintain and update records.

12. Monitor and report on KPIs.

13. Develop and administer operator training program.

14. Conduct data analysis and reporting.

15. Coordinate service unit emergency drills.

16. Ability to proficiently operate and troubleshoot all transit vehicles.

17. Responsible for coordinating and executing bus trade outs in the event of an accident or breakdown.

18. Required to drive transit routes and paratransit service during staffing shortages, emergencies, or unforeseen circumstances.

19. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Constant exposure to stress as a result of human behavior and meeting the demands of an operating transit system with deadlines and schedules. May work indoors, sitting, with the ability to move at will, and to work in the field monitoring and reviewing transit activities. A computer keyboard is used for entering and retrieving data and preparing documents. May work outdoors in a variety of weather conditions, including cold, extreme heat, and rain when responding to accident scenes, operating buses, or when supervising or assisting transit drivers.

Note: Assignments may include early morning, late evening, weekend and holiday work shifts.


Minimum Qualifications

Qualifications

Education:

• High school diploma or equivalent. Directly related experience may substitute for education.

Experience:

• Must be 21 years of age

• Transit operator experience of two (2) years or more.

• Previous experience in dispatch, public transportation, or logistics preferred. Familiarity with transit operations software is a plus.

Licenses and/or Certifications:

• Possess a valid Class A or B Commercial Driver License with passenger endorsement and air brake certified.

• CPR and First Aid certification must be obtained within sixty (60) days.

• Possess a current DOT Medical Card.

• Attend class and complete 6 TAPTCO Transit Operator Development courses each year and score 70% on the Course Mastery Test.

Knowledge, Skills, and Abilities

Knowledge of:

• City and state traffic regulations, signs, signals, and safety procedures.

• City geography and public transit systems.

• Automated Vehicle Locator (AVL) and Automated Voice Announcement (AVA) systems and able to train other Transit Operators in how to operate the systems properly.

• All routes and time points for the purpose of proof-reading passenger count sheets, maps, and schedules.

• Laws, DOT Safety Regulations and policies governing the safe transport of passengers, and ability to teach/communicate/incorporate these laws in a training setting.

Skills:

• Excellent interpersonal and communication skills.

• Communicate orally or in writing.

• Proficient with computers, radios, and other communication systems.

• Must be able to react quickly to situations that could create safety and customer security problems.

• Basic reading, writing, and spoken language ability.

• Basic math with ability to determine correct fare and make change.

Ability to:

• Pass mandatory and random drug screening

• Multitask and remain calm under a variety of pressures.

• Read and write English and interpret traffic signs, maps, schedules and posted memos

• Respond professionally to passenger requests or questions, and all two-way radio communications

• Perform under a variety of pressures and deal with distractions while driving

• Train transit operators in a classroom setting as well as on the road

• Complete special projects or training assignments with minimal supervision

• See for the purpose of operating a vehicle during day and nighttime conditions, reading, and observing passengers.

• Take direction from assigned supervisor

• Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Ability to see for the purpose of operating a vehicle during day and night time conditions, reading, and observing passengers.

• Work day or evening shifts, weekends, holidays and other shifts of varying hours as assigned
