Job Description

Position Summary

Under general supervision of the Water Manager, responsible for requisitioning, receiving, issuing, handling, and accounting for inventory stock and billing in multiple City of St. George Water Services Department’s inventory warehouses and yards including Water Distribution, Irrigation, Wastewater Collections, and Wastewater Treatment.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only and is not a comprehensive listing of all functions and tasks performed by positions in this class.)

1. Oversees process of ordering, issuing, and maintaining supplies, materials, and equipment for routine jobs, special projects, and capital projects.

2. Maintains economical level of routine equipment and supplies to ensure availability on a regular basis. Plans, schedules, and orders supplies and services for routine department jobs. Assists in planning and ordering supplies and equipment for capital projects. Determines cost and sources for items not normally in inventory tracking program and expedites orders as needed.

3. Ensure that all orders comply with the City’s purchasing ordinance and department warehouse policies. Sets stock levels for all regularly used items in accordance with economical ordering quantity principles. Annually compiles list of materials for Blanket Purchase Orders.

4. Receives delivered supplies, materials, and equipment; confirms that delivered goods match purchase order specifications of quantity, condition, model number, etc.; and completes all necessary paperwork for stock items received. Issues supplies from inventory to crews as requested and processes paperwork for items self-selected by crews. Pre-picks stock items specified in work order

documents from multi-level racking in advance of issuance of field crews and completes all necessary paperwork. Provides technical advice for special requests. 5. Receives returned material stock items and inspects and determines suitability of material for restocking. Disassembles items or oversees workers who may assist in disassembling items and replacing into stock.

6. Maintains computerized work order system and provides reports and data as required. Ensures that all invoices for parts, materials, labor, equipment, and contract labor are attached to corresponding assets in the computerized work order management system. Completes crew work orders attaching all invoices with corresponding jobs.

7. Utilizes City computerized inventory system to properly account for issues, returns, receipts of new materials, and associated back orders; inputs essential data on all materials handled; and adheres to strict accounting procedures.

8. Responsible to maintain records of usage, acquisition, disbursement, current stock levels, and materials ordered. Conducts weekly cycle counts of inventory materials based upon computer-monitored suggested reorder listing. Responsible to conduct a complete physical inventory count annually.

9. Prepares periodic, special, and perpetual inventory reports as requested by department management.

10. Responsible for billing of time, materials, and services to contractors and customers. Follows through to ensure payment.

11. Responsible for issuing, tracking, and monthly testing of all fire hydrant meters that are leased to contractors and customers.

12. Organizes and maintains warehouse and yard areas for cleanliness and efficient material storage and handling, in accordance with the yard master plan or as directed. Maintains labeling system on each stock item.

13. Operates indoor and heavy-duty outdoor forklifts and other necessary vehicles and equipment to properly handle materials being received, issued, stocked, and picked.

14. Responsible to maintain MSDS sheets for all chemicals and materials.

15. Able to respond in an emergency situation (as needed).

16. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Work is performed inside a warehouse setting and outside subject to seasonal variations in temperature. Regularly walks, stands, or stoops; capable of lifting up to 100 pounds; and able to ascend or descend ladders, scaffolding, ramps, poles, and the like. Moderate exposure to disagreeable elements such as heat, cold, dampness, noise, and fumes. May encounter potential occupational hazards due to exposure to chemical agents and biohazards. Hearing and sight sufficient to operate and work around forklifts and other typical warehouse equipment used to move large items. Physical agility sufficient to remove the employee from the danger of falling items is necessary. Use tools or equipment requiring a high degree of dexterity.

Qualifications

Education: High school diploma or equivalent.

Experience: Minimum of two (2) years full-time paid warehouse experience. Water and/or wastewater utility experience may be substituted for warehouse experience, but warehouse experience is preferred. Computer proficiency required including Microsoft Office Suite and Google Suite.

Licenses and/or Certifications:

• Must possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of hire and must be maintained throughout employment.

• Must obtain forklift certification within six (6) months of hire.

Knowledge, Skills, and Abilities

Knowledge:

• Working knowledge of computerized warehouse operations, including ordering, receiving, handling, and distributing materials and equipment.

• Understanding of basic procurement procedures and regulations, and understanding of procedures for material handling, inventory control, and recordkeeping.

• Working knowledge of basic English composition, spelling, and grammar.

• Knowledge of hazards and safety precautions relating to equipment operation and the loading and unloading of materials.

• Working knowledge of storage and disposal of hazardous materials.

• Understanding of City construction standards, drinking water and wastewater industry standards.

Skills in:

• Maintaining accurate records and files (both automated and manual).

• Operating various office equipment, including computers and applicable software.

• Performing data entry into computerized database.

Ability to:

• Follow standard safety practices and procedures common to equipment operation work.

• Operate and perform routine day-to-day maintenance on forklift and overhead crane.

• Learn computerized inventory system.

• Organize items by broad and specific classifications.

• Maintain inventory storage areas in clean and organized manner.

• Follow written and verbal instructions.

• Maintain accurate records with some knowledge of mathematical conversions.

• Communicate orally and in writing at a business level.

• Understand and communicate technical terms, tools, supplies, and equipment used in the construction and maintenance of water supply systems.
