Position Summary
As a non-sworn member of the department, under general supervision, perform diverse duties both in the office and in the field. Assigned to the Special Operations Division’s Traffic Unit, responsibilities may include public interaction, computer data entry, investigation and reporting of minor crimes, accident investigations (ranging from non-reportable to fatal), ordinance violations, and providing general assistance to city personnel as directed.

1. Receives information from citizens in person, by telephone, and in writing, ensuring distribution to the appropriate personnel.
2. Responds to citizens’ non-emergency service requests, such as VIN checks, minor thefts lacking suspect information or investigative leads, and traffic collisions.
3. Create and manage lost-and-found property reports, attempt to locate the owner, and release the property accordingly.
4. Conducts telephone and in-person follow-up on investigations at the supervisor’s request.
5. Identify and process abandoned vehicles, locate owners, assist with vehicle impounds, and address parking issues and traffic hazards.
6. Respond to vehicle lockout calls; provide traffic control support; assist patrol officers and transport papers and property.
7. Assist in searching for missing children or vulnerable adults.
8. Deliver crime prevention information and presentations to the public.
9. Serve summons and subpoenas, and conduct property inspections in accordance with city ordinances.
10. Perform related duties as assigned, including evidence collection and cataloguing (e.g., surveillance video evidence).
11. Conduct comprehensive investigations of traffic accidents, including fatalities and major injury collisions.
12. Analyze and document crash scenes using photographs, video, diagrams, and detailed reports to determine the cause.
13. Collect and analyze data from witness statements, surveillance videos, and vehicle data recorders to conduct a thorough investigation.
14. Serve as a subject matter expert in court proceedings, providing professional testimony on traffic incidents and investigations.
15. Collaborate with law enforcement agencies, legal personnel, and insurance companies.
16. Coordinate with city traffic management teams to implement safety measures and improve traffic flow.
17. Engage in community outreach programs to educate the public on traffic safety issues and develop related presentations.
18. Engage in training and certification courses as required.
19. Assist with other departmental roles, such as crossing guard duties, as assigned.
20. Other duties as assigned.
Typical Physical/Mental Demands/Working Conditions
The working conditions entail complications such as standing, walking, or sitting for prolonged periods, with moderate exposure to environmental elements like heat, cold, dampness, fumes, noise, dust, or grease. There is a risk of encountering occupational safety and health hazards due to uncontrolled conditions, which may require working on scheduled days off and during emergencies, resulting in irregular work hours. Additionally, there may be encounters with individuals who are hostile or uncooperative.
Minimum Qualifications
Qualifications
Education and/or Experience:
• High school diploma or equivalent; coursework or other technical education in criminal justice, preferred.
• Relevant work experience in police procedures is preferred.
• Two years of experience in customer service, including conflict resolution, customer complaint handling, oral presentations, and report writing, are required.
• Familiarity with high school-level physics, algebra, geometry, and trigonometry is needed.
• Preference will be given to those with prior experience in traffic related investigation and enforcement.
Licenses and/or Certifications:
• Successful completion of St. George Police Selection Examination and fulfillment of City and Police Department requirements, including physical examination, background investigations, computer voice stress and/or polygraph examination, and drug test. May include a written and/or oral examination.
• Valid Utah driver’s license, maintained throughout employment.
Knowledge, Skills, and Abilities
Knowledge:
• Understanding of city, state, and federal codes and ordinances applicable to the position.
• Working knowledge of the City and Police Department policies and procedures.
• Familiarity with computer programs (e.g., Google, Microsoft Office) for document/form creation.
Skills:
• Proficient in operating modern office and communication equipment.
• Skilled in safely operating a motor vehicle.
• Competency in basic report writing and familiarity with police radio codes and procedures.
Ability:
• Quickly learn local geography, city streets, public buildings, and businesses.
• Observe, record, and react promptly to situations.
• Prepare clear, concise reports for agency and court use.
• Effectively and courteously interact with coworkers and the public.
• Communicate effectively, both verbally and in writing; work independently.

• Operate a police vehicle on a non-emergency response basis while maintaining the vehicle, its equipment, and any other equipment.
• De-escalate confrontational situations.
Community Services Officers are restricted from responding to crimes in progress, unsecured scenes, or engaging in enforcement activities that require the use of force, except in cases such as DUIs, drug/alcohol violations, and warrants, or as directed by a supervisor.
