Job Description

Position Summary

Under the direction of the City of St. George Pretreatment Coordinator, enforces requirements contained in

Industrial User (IU) discharge permits; conducts field inspections and investigations of FSE discharges in

support of the Fats, Oils, and Grease (FOG) Program in accordance with federal, state, and SGRWRF (St.

George Regional Water Reclamation Facility) requirements and regulations; complies data and generates

detailed reports for submission to the SGRWRF Pretreatment Coordinator; and serves as the primary liaison

between the SGRWRF and IU’s using the sanitary sewer system.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may

include the following tasks, knowledge, skills, and other characteristics. The list of tasks is illustrative only

1. Performs routine field inspections and investigations related to FSE and Industrial User (IU)

discharges into the SGRWRF sanitary sewer system to determine compliance with pollution control

standards and regulations.

 

2. Conducts research on facility ownership, sewer maintenance history, televising reports, and

rehabilitation recommendations.

3. Prepares reports of investigations and inspections as required under federal, state, and local

regulations and agreements and provides quarterly report summarizing activities

to Pretreatment Coordinator.

4. Reviews information and analyzes data collected from investigations and inspections for compliance

with applicable regulations.

5. Reviews explanations for the occurrence of violations and evaluates plans of corrective measures to

determine their adequacy to prevent future violations.

6. Prepares detailed case summaries on IU-related violations to support the City legal staff in the

prosecution of civil environmental offenses and damage recovery suits.

7. Provides technical support and assistance to local environmental and health officials responding to

environmental incidents involving SGRWRF sanitary sewers.

8. Utilizes, maintains, and calibrates monitoring equipment to collect samples during monitoring

activities of Industrial Users and the SGRWRF’s sanitary sewer system.

9. Meets with senior representatives of industrial and commercial facilities, trade organizations.

10. Prepares correspondence (internal and external) in support of program needs and those of upper

management.

11. Testifies in court hearings and trials related to enforcement actions.

12. Prepares computer-aided design drawings, diagrams, and flow charts of Industrial User processes and

treatment systems.

13. Reviews plumbing plans for installation of grease abatement technologies and makes

recommendations as necessary.

14. Performs IU sampling such as setting and retrieving samplers, taking grab samples and cleaning and

maintaining sampling equipment.

15. Responds to and investigates complaints of sanitary sewer overflows and recommends enforcement

action as necessary.

16. Reviews and interprets FSE and IU monitoring records to determine compliance with Pretreatment

Ordinance requirements and local regulations.

17. Compiles and evaluates data and prepares records and reports, and maintains data within the

database, Cityworks and FOG BMP.

18. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Moderately physical activity. Required to push, pull, or lift medium to heavy weights. Intermittent sitting,

standing, and walking. Moderate exposure to disagreeable elements such as heat, cold, odors, dust, fumes,

and health and occupational hazards under controlled safety conditions. May be exposed to acids and

corrosives as well as biological and radioactive agents during on-site inspections of commercial and

industrial businesses. Exposure to raw sewage and highly toxic industrial waste. Intermittent exposure to

stress as a result of human behavior. Travel to other City departments, schools, businesses and on-site

inspections of residential, commercial, and industrial businesses.


Minimum Qualifications

Qualifications

Education: High school diploma or equivalent. One (1) year of college coursework in chemistry, biology,

environmental science, environmental engineering, or a related field. 1 year of experience working in

pretreatment, wastewater or a related field and the ability to interpret and implement environmental laws,

 

regulations, policies, and procedures governing or related to pretreatment and industrial waste sampling.

(Equivalent professional experience may be substituted for education.)

License and/or Certifications:

• Inspector I – Must possess a valid driver’s license.

• Inspector II – Career progression; moves to Inspector II after 1 year working in City of St. George

Pretreatment, successfully executing the essential functions of the Inspector I position and receiving a

Performance rating of 3.5 or higher on their most recent performance evaluation and will therefore be

eligible for progression. Must receive supervisor approval verifying their ability to perform sampling

procedures independently and demonstrate the ability to review plans accurately and independently for

approval.

 

Knowledge, Skills, And Abilities

Knowledge of:

• City Inspect and Business License processes preferred.

Ability to:

• Knowledge of chemistry as it relates to environmental issues.

• Review engineering plans for grease abatement technology, installation operation, and maintenance.

• Knowledge of principles and practices of commercial food service establishment (FSE) fats, oils, and

grease (FOG) control and industrial processes.

• Knowledge of environmental laws, regulations, policies, and procedures governing or related to

pretreatment and industrial sampling.

• Enforce pollution control laws, rules, and regulations with firmness and impartiality in a potentially

hostile environment.

• Work effectively with government officials, industrial and commercial representatives, consultants,

City employees, and the general public.

• Communicate effectively, both orally and in writing.

• Exercise independent judgment and work with a minimum of supervision.

• Read and write in English at a business level.
