Job Description

Position Summary

Under the general direction of a Police Lieutenant, responsible for a variety of administrative and complex duties for the City of St. George related to the planning, coordination, and monitoring of the Victim Services program. Attends court hearings, writes annual grant applications, files grant reports, and assists victims of domestic violence, violent crimes, and traumatic events. This position is contingent on funding by state grant.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Provides crime victim advocacy and support to crime victims from date of crime through closing of case in judicial system.

2. Cooperates and assists the department and the County Attorney’s office in the preparation of, protective orders, stalking injunctions, and child protection cases.

Receives and reviews cases set for court appearance, extracts and records data regarding identification of victims and witnesses, conducts interviews to determine level and type of services appropriate to the individual case, sets up files needed to monitor level and success of victim/witness services, writes reports documenting referrals and actions, and assures confidentiality of all file materials.

3. Assists attorney in providing support to and advocacy for victims prior to and during court proceedings; coordinates with attorneys assigned to cases in determining proper level and type of restitution to be sought; establishes “safe environment” to promote effective communications between victims, witnesses, and legal staff; and assists victims in locating and receiving social services and

assistance such as medical, personal therapy, etc.

5. Prepares victims for court appearances and assists in victim statements.

6. Monitors disposition of court cases and apprises victims and witnesses of results.

7. Coordinates pro bono attorney assistance program.

8. Coordinates volunteer assistance program.

10. Develops and conducts in-service workshops for police officers in all aspects of victim/witness assistance. Develops and presents information to citizen groups and school groups regarding victim/witness issues.

11. Coordinates the City’s program with outside agencies.

12. Provides assistance to others in person and on the telephone.

13. Acts as liaison with various community support groups.

14. Must work the days and hours necessary to perform responsibilities, and must be able to respond to calls on an as-needed basis at any time during the day or night.

15. Supports and facilitates individuals and agencies in complying with the Utah Victim Rights Act.

16. Maintains records/statistics related to services provided to victims, completes quarterly and yearly grant reports, and writes annual grant applications.

17. Responsible for bi-annual presentations to the City Council.

18. Develops and prepares printed materials for disbursement to the victims of crime and general public education.

19. Performs other related duties as assigned.

Typical Physical/Mental Demands/Working Conditions

Performs duties that may include light physical effort such as lifting, bending, stooping, and walking. Deals appropriately with people in situations that may, at times, become confrontational, stressful, or uncomfortable. Deals with situations or conditions that may be psychologically traumatic. Manages numerous tasks and assignments with frequent interruptions. Work may require exposure to stressful circumstances, including the meeting of deadlines, other stressful work conditions, and contact with the public or other employees in negative or traumatic situations.


Minimum Qualifications

Qualifications

1. Must be a United States citizen.

2. May not have been convicted of an offense involving dishonesty, unlawful sexual conduct, physical violence and/or domestic violence.

3. May not have been convicted of a crime for which the applicant could have been punished by imprisonment in a federal penitentiary of this or another state.

4. Must demonstrate good moral character as determined by a background investigation.

5. Must have a high school diploma or equivalent. Bachelor’s degree in behavioral science, psychology, sociology, or other related field desired.

6. Two (2) years full-time experience in crisis intervention, victim assistance, law enforcement, social services, or related field preferred. Experience writing grants preferred.

7. Must possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of employment and be maintained throughout employment.

Knowledge, Skills, and Abilities

Knowledge:

• Considerable knowledge of the principles, practices, and methods applied in working with the victims of violent crimes, abuse, and traumatic incidents.

• Knowledge of law enforcement and court procedures.

• Working knowledge of a computer, word processing, and spreadsheets.

Skills in:

• Oral and written communications.

Ability to:

• Analyze situations quickly and objectively and to determine proper course of action.

• Obtain information through interview, interrogation, and observation.

• Operate police style communication equipment.

• Resolve a variety of problems dealing with victims of violence and traumatic events, and to coordinate assistance and treatment for those individuals.

• Work effectively with department personnel, other state and local victim agencies, and the public.
