Job Description

Position Summary

Under the supervision of the City of St. George Airport Manager, this position is responsible for assessing, evaluating, and coordinating daily airport operation activities, including Aircraft Rescue & Firefighting (ARFF), and all associated training as required by FAA CFR Part-139. Assists in enforcing airport policies and regulations; acts on behalf of the Airport Manager in his/her absence; and performs related work as required. Responsibilities include a variety of technical, general operations, maintenance, and surveillance duties associated with the safe, efficient, and continuous operation and maintenance of an FAR Part-139 certified commercial service airport. This is a responsible position involving the exercise of independent judgment and requiring a thorough knowledge of current FAA Part 139 regulations, local, state and federal regulations and TSA Part 1542.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Plans, coordinates, and supervises the daily operations of the St. George Regional Airport, ensures adequate staff to cover all work shifts of airport operations and security, and prepares and maintains airport operations records as dictated by FAR Part-139 regulations and the approved Airport Certification Manual (ACM).

2. Prepares written and oral reports on airport operations, conducts research pertaining to airport projects, and assists airport management with special administrative projects as needed.

3. Performs, or causes to be performed, continuous daily inspections of all airport property to ensure compliance with Federal Aviation Regulation Part 139 as well as other applicable federal, state, and local rules and regulations. Issues Notices to Airmen as appropriate.

4. Ensures the proper operation and maintenance of all public buildings and grounds at the airport, including airfield lighting systems, pavement areas, airport terminal building, and other City owned facilities.

5. Monitors airport operations and exercises enforcement authority to ensure that there are no unauthorized activities at the airport which violate applicable federal, state, and local rules and regulations. Assists in overseeing security in all areas of the airport.

6. Coordinates emergency response to airport emergencies in accordance with the airport emergency plan and other prescribed procedures, initiates actions to ensure proper notifications of appropriate agencies, and takes steps to minimize emergency impacts on other airport operations.

7. Performs aircraft rescue and firefighting (ARFF) duties as required by Federal Aviation Regulation Part 139.319.

8. Maintains records and daily logs of airport inspections and corrective actions. Plans and schedules preventative maintenance programs and coordinates with the Airport Manager, airport users, and tenants. Assists the Airport Manager with the preparation and maintenance of airport compliance documents and manuals.

9. Operates equipment such as two-way radios, trucks, graders, backhoes, front end loaders, mowers, sweepers, trimmers, etc. to maintain grounds and keep airport property clear of debris, rocks, and other unsafe items. May supervise a work crew assigned to airport improvement or maintenance projects.

10. Determines and performs, or causes to be performed, minor repairs on a wide variety of equipment, plumbing, and physical structures such as heating and air conditioning systems, compressors, pumps, electrical systems, sprinkling systems, etc. Obtains assistance from outside sources when necessary.

11. Requisitions equipment, supplies, and materials, and assists with the preparation of equipment specifications. Provides input into airport operational and maintenance budget for the Airport Manager by estimating annual maintenance expenditures. Performs calculations to determine material quantities and costs.

12. Works with other City departments, airport tenants, and outside vendors to address service needs involving water, power, sewer, road, and grounds keeping projects.

13. Maintains working knowledge of FAA and TSA regulations affecting airport operations.

14. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Moderately heavy physical activity. Required to stand, walk, or sit uncomfortably for extended periods. Requires various rotating work hours, including evenings, nights, weekends, and holidays. Exposure to some disagreeable elements such as heat, cold, dampness, noise, and dust. Required to push, pull, or lift medium to heavy weights. Intermittent exposure to stress as a result of human behavior and emergency situations.


Minimum Qualifications

Qualifications

Education: High school diploma or equivalent. Bachelor’s Degree Preferred.

Experience: Minimum of five (5) years full time operations and maintenance experience at a public use FAR Part-139 certificated airport preferable. Minimum of four (4) years full time paid work experience in maintenance of buildings, grounds, and mechanical equipment. C.M. or ACE Certification in Airport Operations is preferred.

Licenses and/or Certifications: (May remain on probation until all certification are obtained)

• Current certification or ability to become certified in airport rescue and firefighting as required by Federal Aviation Regulation Part 139.319.

• Must possess a valid driver license. A valid Utah Commercial Driver License must be obtained within 90 days of hire and be maintained throughout employment.

Knowledge, Skills, and Abilities

Knowledge of:

• Hand and power tools, methods, and materials used in general repair and maintenance work.

• Federal Aviation Regulation Part 139 and other applicable rules and regulations pertaining to the operation and maintenance of a commercial service airport.

• Wildlife mitigation compliance.

• Safety Policies, Procedures and Practices.

Skilled in:

• Use of general electronic media, smartphones Google operating systems, general office policies and practices, as well as radio communications and safe vehicle operation on airports.

• Writing concisely and accurately while updating written Airport operations and maintenance manuals.

Ability to:

• Read and interpret blueprints, circuit diagrams, and various types of operational and safety manuals.

• Satisfactorily pass a ten-year criminal history background check as required by the Transportation Security Administration.

• Be in good physical health and able to safely perform the required aircraft rescue and firefighting duties.

• Understand and communicate clearly in English.

• Communicate via radio transmissions.

• Establish and maintain effective working relationships with supervisors, co-workers, vendors, airport users and tenants, and the general public.

• Check, lubricate, and maintain various types of electrical and mechanical equipment.

• Troubleshoot system malfunctions and recognize problems and take quick corrective action in addressing potential hazards or existing discrepancies.
