Job Description

Position Summary

The CDBG position, under the direction of the Community Development Director, performs a variety of 

professional and technical duties to plan, develop, activate, and evaluate the City’s Community 

Development Block Grant (CDBG).

 

 

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may 

include the following tasks, knowledge, skills, and other characteristics. The list of tasks is 

illustrative only and is not a comprehensive listing of all functions and tasks performed by 

positions in this class.)

 

1.         Composes narratives, develops spreadsheets, and assists with presentation data and 

information in the form of written, graphic, or oral reports.

 

2.         Supports staff in all facets of the federally-funded Community Development Block Grant 

(CDBG) program; prepares and maintains timely and accurate budgets, financial management, 

correspondence, and reporting to ensure compliance, including annual CDBG Consolidated Annual 

Action Plan and CAPER; supervises and monitors sub-recipients, including performing the site visits 

and providing technical assistance necessary for the proper implementation of funded activities; 

maintains and reconciles the HUD Integrated Disbursement and Information System (IDIS); and 

oversees CDBG activities administered or performed by other City departments, consultants, or 

independent contractors.

3.         Performs other related duties as required.

Light physical effort. Comfortable working positions handling light weight and intermittent 

sitting, standing, and walking. Generally pleasant working conditions. No health or accident 

hazards inherent in work

Minimum Qualifications

 

Qualifications

Education: Graduation from an accredited college or university with a bachelor’s degree in urban 

planning, public administration, or a closely related field.  If a degree is not a closely related 

field, experience in planning may be substituted for education requirement.

Experience: Minimum of four(4) years full time paid professional experience managing CDBG programs 

and land use planning or closely related field or an equivalent combination of education and 

experience.

 

Knowledge, Skills, and Abilities

Knowledge of:

●    Federal and state grant programs, including the Community Development Block Grant (CDBG) 

program, and the reporting and monitoring requirements for these programs.

●    Governmental policies and procedures and governmental budgeting principles.

●    Computer applications and various software programs including spreadsheets, word processing, 

and presentation software programs.

 

Skilled in:

●    Excellent skills in problem solving, developing models under different scenarios, and 

formulating strategic recommendations.

●    Strong skills and experience in analyzing data, results, and reports.

 

Ability to:

●    Establish and maintain effective working relations with other departments and city officials, 

grant recipients, the public, and officials and employees of other jurisdictions.

●    Work effectively without direct supervision; ability to work both individually and in a team 

atmosphere.

●    Communicate effectively, both orally and in writing.

●    Read, write, interpret, and apply complex regulations, policies, and procedures; manage 

detailed budgets and program requirements including reporting and data analysis.

●    Effectively plan, organize, coordinate, and accurately accomplish projects that have 

considerable or pressing deadlines and/or high priorities.

●    Successfully negotiate and resolve multi-agency issues that require innovation, 

resourcefulness, and a creative problem-solving approach.

●    Keep up to date technically and apply new knowledge.

●    Work flexible hours, including some evenings and weekends.
