Job Description

Provides leadership for the overall direction of the City of St. George Airport, and performs professional management duties in planning, organizing, directing, and evaluating the operations, maintenance, and administration of the airport.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Plans, directs, coordinates, and monitors operation of the airport.

2. Plans, schedules, and assigns work.

3. Instructs and trains employees in proper methods and procedures.

4. Checks and approves work in-progress and after completion.

5. Makes recommendations regarding employee job performance, and conducts performance evaluations.

6. Makes recommendations on hiring and salary adjustments.

7. Ensures the smooth day-to-day operation of the airport in compliance with Federal Aviation Administration Regulations, including Part 139 and Part 77, and Transportation Security Administration Regulations 1542 and 1544.

8. Develops, administers, and oversees long-range planning of the airport.

9. Designs and develops airport facilities, right-of-ways, acquisitions, and formulates operating rules,

regulations, and procedures.

10. Manages the planning, design, and construction of airport capital improvements.

11. Supervises, coordinates, and monitors the maintenance and construction of airport runways and taxis,

including lights, signs, and other airfield navigational aids. Supervises and monitors the maintenance

of airport buildings and grounds. Evaluates the effectiveness of maintenance to minimize interruption

of airport operations and improve efficiency.

12. Negotiates contracts, leases and agreements with airlines, vendors, other stakeholders, bid documents,

rules, regulations, policy and procedures for the operation, maintenance, public safety, and construction

of the airport.

13. Plans, supervises, monitors, and engages in leasing airport property, and monitors leasing organizations

activities to ensure compliance with lease contracts.

14. Performs tenant and public relations functions such as resolving tenant complaints, public speaking,

informing local media of airport activities, and projecting a positive and professional image of the

airport. Promotes the activities and services of the airport, and represents the airport before community

groups, courts, and boards.

15. Consults and negotiates with commission members, government officials, fixed base operators,

airlines, and citizens in meetings, conferences, briefings, speeches, presentations, or public hearings

regarding airport service issues.

16. Coordinates with Human Resources and Legal in investigating violations of applicable rules and

regulations. Reviews investigation reports and initiates actions to be taken against violators.

17. Formulates procedures for use in event of aircraft accidents, fires, or other emergencies. Inspects

airport facilities, including runways, buildings, beacons, lighting, and automotive or construction

equipment. Reviews inspection reports to determine repairs, replacement, or improvements required to

maintain safe and efficient airport operations.

18. Monitors activities of the airport’s rescue and firefighting functions to ensure work is performed in a

safe and efficient manner in accordance with Federal Aviation Administration standards.

19. Develops and administers the airport security program. Coordinates with law enforcement and state

and federal regulatory agencies as required.

20. Promotes and develops airport revenues, supervises accounts receivables, approves purchase

requisitions, prepares and monitors the airport operating and capital improvement budgets, and

monitors expenditures to ensure compliance with budget limitations. Prepares financial statements and

reports.

21. Prepares grant applications for federal funding, and monitors and ensures monies from federal funding

are spent in compliance with funding contracts. Administers the Passenger Facility Charge program.

Recommends and implements rates and policies for the airport.

22. Prepares airport advisory board agendas, and attends Commission meetings and presents pertinent

issues. Makes recommendations and presentations to the Public Works Director, City Manager, and

City Council regarding airport matters.

23. Directs studies such as noise abatement, financial planning, engineering, etc.

24. Performs aircraft rescue and firefighting (ARFF) duties as required by Federal Aviation Regulation

Part 139.319.

25. Performs other related work as necessary and required.

Typical Physical/Mental Demands/Working Conditions

Some physical exertion such as long periods of standing; walking over rough, uneven, or rocky surfaces;

some bending, crouching, or crawling in restricted areas; and stooping, stretching, reaching, or similar

activities. Some lifting of moderately heavy items. Drive an automobile. May be exposed to discomfort

associated with constant monitoring of computer video display screens. Involves moderate risks or

discomforts, which require special safety precautions, protective clothing, or gear. Intermittent exposure to

stress as a result of human behavior, human error, work deadlines, and the demands of multiple complex

projects. Attendance at night meetings or irregular working hours required. Involves variety of kinds of

work, shift operations, fluctuating workforce, and changing deadlines.


Minimum Qualifications

Education: Bachelor degree from an accredited college or university in aviation administration/

management, business administration, or related field.

Experience: Minimum of five (5) years full time experience in the aviation industry, of which there is a

minimum of three (3) years full time equivalent of progressively responsible administrative or

supervisory experience in administration, operation, or maintenance experience. Part 139 certificated

airport experience preferred.

Licenses and/or Certifications:

• AAAE accreditation preferred, or must complete AAAE accreditation within three (3) years of date of

hire.

• Current training, or ability to become trained, in airport rescue and firefighting as defined in Federal

Aviation Regulation Part 139.319.

• Possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of hire and

be maintained throughout employment.

• Successfully pass a background investigation pursuant to 49CFR 1542, and to maintain eligibility for

TSA-mandated security clearance requirement.

• Pass a City of St. George approved physical which shows the employee to be in good physical health and

able to safely perform the required aircraft rescue and firefighting duties.

• Utilize generally accepted principles and practices of a Part 139 certificated airport.

• Demonstrate adherence to federal, state, and local laws, policies, and regulations applicable to the airport.

• Establish and maintain effective working relationships with a governing body, employees, other

agencies, the community, and the public.

• Utilize public relations skills.

• Communicate effectively, both verbally and in writing.

• Prioritize projects and meeting deadlines.

• Demonstrate extensive knowledge of FAA regulations and advisory circulars
