Job Description

Position Summary

Under the direction of the Engineering Manager, performs a variety of skilled technical and moderately complex tasks related to the engineering of public works projects for the City. Work involves the application of technical knowledge and independent judgment in design, drafting, use of computer software, surveying, preparation of rights-of-way and legal descriptions, field management, construction, and inspection work. Responsible for the Management of the Stormwater Program, keeping MS4 (Municipal Separate Storm Sewer System) Permit in compliance with the Utah Department of Environmental Quality; Managing personnel and required activities; Implementing Stormwater Code Enforcement.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Implement, manage, and understand all aspects/duties of the Stormwater Program's MS4 Permit UTR09000 as regulated by the Department of Environmental Quality. Elements include Public Education and Outreach Public Involvement/Participation Illicit Discharge Detection & Elimination/Dry Weather Screening Construction Site Runoff Control Inspections, Post Construction Runoff Control Inspections, , , and Pollution Prevention/Good Housekeeping for Municipal Operations, . Duties include ensuring elements are completed; all related activities are properly documented; the Annual Report is completed/submitted successfully; and that State Audits of the MS4 Program are executed to reach compliance. Directs environmental design reviews and

pre-construction and related meetings. May assemble bid specifications or participate in their development.

2. Implement, manage, and understand all aspects/duties of the Stormwater Program's UPDES Construction General Permit, and UPDES Common Plan of Development Permits.

3. Review, approve, and issue various stormwater permits within the City and may review work related to permits in the field. Maintain accurate and complete files for permit programs.

4. Manage Personnel. This involves the management of Stormwater Employees' daily operations; scheduling training needs of staff; evaluation of employee performance; and procurement of departmental equipment & service needs for operations.

5. Uses computer, or other technical equipment to assist with tracking, computations, calculations, and other projects, i.e., ArcGIS and AutoCAD.

6. Performs technical work involving field inspection of a variety of projects related to stormwater.

7. May subcontract preliminary and final survey work to be performed. May operate Global Positioning System (GPS) and other survey equipment to perform fieldwork.

8. May take and prepare field samples. May make tests of field samples and approve or reject materials. May make suggestions to resolve problems with designs in the field.

9. Provide recommendations during the budget preparation process for needed equipment or supplies.

10. Assists with stormwater projects and handles inquiries or concerns in the City Engineer’s absence.

11. Meets with other agencies, contractors, departments, and governmental bodies to coordinate and assist in conformance to stormwater regulations as a representative of the City.

12. May complete monthly and yearly reports and surveys used by local, state, and federal agencies. Maintains and updates records and files of various projects.

13. May review, approve, and issue various stormwater permits within the City and may review work related to permits in the field. May maintain accurate and complete files for permit programs.

14. Maintains proper communications flow within and across other units.

15. Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Work performed indoors in an engineering office environment and outdoors in field conditions involving traffic, steep terrain, or muddy sites and in a variety of weather conditions. Required to push, pull, or lift equipment weighing up to 40 pounds for both short and long distances. Requires working positions such as stooping, crouching, and bending with the ability to change positions as necessary. May use common hand tools. May have a few disagreeable elements such as the appearance of the workplace, poor ventilation, or uneven temperatures. Intermittent exposure to stress as a result of human behavior, human error, work deadlines, and the demands of multiple complex projects.


Minimum Qualifications

Qualifications

Education: Bachelor’s degree from an accredited college in engineering or a related field may be substituted for the experience on a year-for-year basis.

Experience: Minimum of six (6) years of full-time progressively responsible paid work experience sufficient to demonstrate possession of the knowledge and skills listed for the position.

Licenses and Certifications: Possess a valid driver's license. A valid Utah Driver's License must be obtained within 60 days of hire and be maintained throughout employment. Must possess the following registered certifications:

• stormwater inspector

• stormwater writer

Knowledge, Skills, and Abilities

Knowledge of:

• Modern techniques, terminology, principles, and practices of engineering design as applied to traffic signal devices.

• Surveying principles and practices.

• Materials sampling and testing methods and techniques.

• Mathematics as applied to the computation of angles, areas, distances, and traverses.

• Computer-aided design and other general engineering-related software applications, including spreadsheets and word processing.

• Engineering recordkeeping.

• Modern office practices, procedures, and computer equipment.

• Applicable laws, regulations, codes, and department policies governing assigned engineering duties.

• The Manual of Uniform Traffic Control Devices (MUTCD), AASHTO, and/or other engineering related guidelines and standards.

• Safe driving practices.

Ability to:

• Prepare and maintain detailed records.

• Write reports.

• Make correct decisions in the field or with designs.

• Establish and maintain effective working relations with elected officials, department heads, employees, the public, and officials and employees of other jurisdictions.
