Position Summary
Under supervision of the Division Manager, performs duties to maintain the city’s compliance with EPA, DEQ and City Stormwater regulations, which include the six minimum control measures. Inspects development and public works projects including, but not limited to, citywide stormwater compliance, performs independent inspections of development construction projects; reviews SWPPP submittals and post-construction maintenance agreements; reviews residential and site construction drawings for compliance with City standards and constructability.
Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Works closely and coordinates with the City’s Stormwater Manager, engineers and/or representatives and public utility companies in the review and construction of City and development related projects, including SWPPP compliance, with approved plans.
2. Keeps records and documentation of project construction and provides input into the development of record drawings.
3. Utilizes computer management programs and databases, for preparing and maintaining various records and reports for public record. Coordinates and interfaces plans and schedules with other City departments and governmental agencies.
4. Reviews and provides input on designs and field revisions for constructability, avoidance of field conflicts, conformance to design criteria, construction codes, accuracy, completeness of design, and
suitability to the City’s functional requirements. Inspects public works projects including, but not
limited to, citywide SWPPP compliance with approved plans and specifications as well as conformance
with existing City municipal codes, EPA and DEQ regulations and safety regulations. Communicates
with contractor any deficiencies that are determined during inspections and follows through with
contractor to verify that deficiencies are addressed.
5. Assists and advises the general public in matters relating to stormwater compliance.
6. Monitors and inspects existing SWPPP citywide and schedules maintenance repairs as needed as well as
monitors City facilities for compliance.
7. Investigates complaints, illicit discharges, hazardous spills, etc. and makes recommendations as to
resolutions of problems as they occur.
8. Reviews the construction site, project plans, and specifications prior to project construction for
familiarity and from a construction feasibility standpoint and as it pertains to stormwater and LID
standards.
9. Participates in and at times conducts the preconstruction conference with engineers, developers,
contractors, and various utility representatives to discuss principal construction features, requirements,
and inspection procedures.
10. Issues permits and provides detailed and timely inspections of the materials, quality, and methods used
by engineers, contractors, and tradesmen for construction.
11. Provides necessary information to engineering and construction crews regarding methods which assure
compliance with various construction standards, public development standards, safety, etc.
12. Performs other related duties as required.
Typical Physical/Mental Demands/Working Conditions
Work performed indoors in an office environment and outdoors in field conditions involving heavy traffic,
steep terrain, or muddy sites and in a variety of weather conditions. Moderate to heavy physical activity.
Requires frequent lifting, pushing, or pulling of moderate weights and occasionally over 100 pounds.
Required to work in extremely rough construction areas. Requires stooping, bending, and climbing in and
out of construction areas and mining and quarry sites. Exposure to confined spaces; hazardous materials
such as fumes, liquids, asphalt, etc.; working around heavy machinery noise, blasting areas, deep trenches,
pipes under high pressure; occasionally exposed to pathogenic bacteria and noxious gases; and desert
climate conditions. Moderate exposure to stress as result of human behavior.
Minimum Qualifications
Qualifications
Education: High school diploma or equivalent.
Experience: Minimum six (6) years related experience and/or training; or equivalent combination of
education and experience in performing duties involving municipal engineering inspection and/or
SWPPP inspection.
Licenses and/or Certifications:
• Must possess a valid driver license. A valid Utah Driver License must be obtained within 60 days of
hire and be maintained throughout employment.
• Must possess or obtain within six (6) months of hire the following:
1. Certified Stormwater Inspector Certification
2. Traffic Control Supervisor Certification
Knowledge, Skills, and Abilities
Knowledge of:
• OSHA construction standards including trenching and confined space safety.
• Applicable Federal, State, and local laws, regulatory codes, ordinances, and procedures relevant to
Stormwater permitting.
• Work zone traffic control and safety including knowledge of the MUTCD and other local, state, and
federal work zone safety standards.
• Standard engineering construction and inspection methods to meet field conditions.
Ability to:
• Apply standard engineering design and construction methods to meet field conditions.
• Read and interpret engineering drawings, specifications, city ordinances, safety manuals, construction,
and design standards.
• Communicate effectively, orally and in writing.
• Operate basic computer programs needed for assignments.
• Prioritize work assignments, prepare daily work schedules, report on progress and order necessary
materials and equipment.
• Establish and maintain effective working relations with elected officials, department heads,
subordinates, the public, and officials and employees of other jurisdictions.
