Job Description

Position Summary

Under general supervision of the Chief Energy Services Engineer oversees electrical inspections, energy usage analysis, pole attachment agreements and locating of underground electric utilities.

The Field Supervisor will also perform commercial electrical inspections, will develop, negotiate, document, and administer the terms and conditions related to the City of St. George’s Pole Attachment agreements, energy easements, and energy rights-of-way. 

 

Develops and monitors the application and billing process.  Organizes and files the easements and rights of way. Monitors compliance with standards, policies, procedures, design engineering practices, and National Electric Safety Code (NESC) policies and guidelines.  Coordinates pole attachment audits and field inspections. Develops, documents, and maintains program related business processes, operating standards, and guidelines. Develops and maintains relationships with internal and external stakeholders and licensees, providing training and assistance and project management support for a wide range of pole attachment, easement, and right-of-way affairs.

1.            Works with legal and engineering to develop and execute agreements relating to various projects in the city.

2.            Field verifies plans, and development of various projects in the city.

3.            Oversees all electrical inspections for the department. Ensuring that all work is done in accordance with city standards and the NESC. Works with contractors to resolve issues and ensure work is done in a timely manner.

4.            Acts as point of contact for special requests and coordinates any legal contracts necessary to ensure that work is done correctly and in the best interests of the electrical system.

5.            Assists in job evaluations and employment interviews and hiring.

6.            Leads the development, documentation and management of new policies and procedures supporting joint use activities. Establishes pole attachment application requirements and related fees. Develops and defines application, processing, and monitoring processes with input from internal and external parties.

7.            Manages and reports on-site condition assessments and recommends improvements as required. Coordinates or conducts field inspections and audit reports as required. Oversees and coordinates timely issuance of joint pole notifications for pole sets, transfers, relocations, and removals. Works with internal and external parties and licensees to resolve situations identified in periodic field audits and inspections. Reports potentially hazardous field conditions and compliance issues timely. Provides condition assessment reports to management. Enforces licensee terms and conditions within the current licensee pole attachment agreements.

8.            Develops, negotiates, and administers pole attachment agreements. Coordinates with various telecom companies, the City of St. George Legal Department, Energy Services Department, Engineering Department, and any other person required to facilitate timely development of agreements and to ensure proper interpretation and administration of these agreements. Monitors application processing. Prepares reports and correspondence providing information to crews, accounting, engineering, and other internal departments. Monitors pole attachment billing and invoicing activities and results. Develops and maintains pole attachment annual revenue report and other records as required.

9.            Provides project management support for large internal or external customer-driven pole attachment projects, including customer service and communication with all appropriate stakeholders as to the project scope, schedule, and specifications.

10.        Participates in asset management planning by contributing to pole capability analysis and identifying necessary modifications for further attachment and recommending future joint use agreements. Contributes to pole asset record maintenance and planning activities, as needed.

11.        Provides training and assistance to staff and licensees related to the joint use pole attachment program. Trains employees and outside entities on program policies and procedures. Provides work direction to temporary or contract personnel, as needed.

12.        Maintains regular and predictable attendance. Performs related duties and responsibilities as required. Complies with City policies. Completes all required training. Maintains a working knowledge and compliance with City safety procedures and specific safety requirements of this position.

13.        Operates light or heavy equipment related to projects, i.e., bucket truck, line truck, backhoe, and phase meter, as needed.

14.        Ensures Net Metering verifications are done to city standards and planned and preformed in an acceptable manner.

15.        Records discrepancies in data and ensures they are addressed

16.        Attends JUC meetings

17.        Attends contractor meetings representing department.

18.        Performs other related duties as required.

Typical Physical/Mental Demands/Working Conditions

Physical demands (strength) include exerting up to 50 lbs. force occasionally, and/or up to 20 lbs of force constantly to move objects.  Physical demands (movement) include climbing poles and trees, balancing, stooping, kneeling, crouching, crawling, reaching, handling, fingering, and feeling.  Physical demands (auditory) include talking and hearing.  Physical demands (vision) include near and far acuity, depth perception, accommodation, color vision, and field of vision.  Environmental conditions and physical surroundings include exposure to hot, cold, wet, humid, or windy conditions caused by weather.  Exposure to high voltages and other dangerous conditions.  Exposure to noise, vibration, atmospheric conditions, and confined/restricted work environments.  Occasional exposure to stress as a result of human behavior and emergency situations.


Minimum Qualifications

Qualifications

Education:  High school diploma or equivalent.

Experience:

         Previous experience working with energized equipment required.

         Minimum of two (2) years full-time experience as a Journey Lineworker with the City of St. George.

         Minimum of five (5) years full-time experience as a supervisor of electric line field crews.

 

Licenses and/or Certifications: 

         Must possess a valid commercial driver license (CDL).  A valid Utah Commercial Driver License must be obtained within 60 days of hire and be maintained throughout employment.

         Graduation from a Line worker Apprentice program accredited by the Department of Labor, Bureau of Apprentice and Training.

         Functions, operation, and repair of electrical power distribution systems.

         Method and techniques of power distribution equipment installation and repair.

         Related laws, codes, rules, and regulations.

         Knowledge of underground standards.

         Operations, functions, and terminology common to power line operations.

         Contractual and agreement compliance requirements and practices.

         Financial, administrative, and budgeting processes.

         The National Electric Safety Code (NESC) related to Joint Use and construction permits.

         Research and analytical techniques.

         Microsoft Word, asset management (r.e. Cityworks), and  GIS knowledge.
