Position Summary
Performs a variety of full performance, routine, and complex clerical duties for the City of St. George as needed to expedite the billing, collection, and processing of utility account transactions for the City.
Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Operates meter reading software to include downloading/uploading data to meter reading devices; processes meter reading data into billing system; evaluates data for misreads and irregularities; initiates re-read work orders and makes corrections; operates billing software system to calculate charges and render billing; prepares and mails bills to customers; and calculates and processes final billings for closed accounts.
2. Completes all work orders for utility services in the computerized billing system used by the City for billing of all utility services. Such work orders include connects, disconnects, and/or read and changes.
3. Responds to customers requesting investigation of power or water usage billed and questions or concerns related to billing process. Reviews customer complaints to determine if adjustments for over/under readings are necessary, computes such adjustments and enters them into computer
database, and communicates with customer regarding the resolution of their problem and/or
concern.
4. Operates a folding machine, mailer-sorter, and other equipment necessary to complete the billing
process. Delivers bills to the post office for mailing.
5. Coordinates with Finance, Water, and Power Departments and outside agencies in preparing and
running reports requested to document or summarize billings sent from system.
6. Ensures utility billing system is operating properly. Researches or receives reports of malfunctions
and works with software personnel to correct, implement, or upgrade utility system as needed.
7. Maintains database for accounts which have elected to participate in the City plans for automatic
payment drafting from checking or saving.
8. Assists all other utility billing office and Finance department functions as needed.
9. Performs other related duties as required.
Typical Physical/Mental Demands/Working Conditions
Office environment; light physical effort; infrequent lifting of light to medium weights up to 25 pounds.
May include sitting or standing for extended periods of time operating assigned computer or mailing
equipment. Considerable exposure to stress due to human behavior and continually reoccurring
deadlines.
Minimum Qualifications
Qualifications
Education: High school diploma or equivalent.
Experience: Minimum of three (3) years full time paid general office experience and usage of personal
computer programs which include both word processing and spreadsheets. Prior experience with
City or similar type utility preferred.
Licenses and/or Certifications: Must possess a valid driver license. A valid Utah Driver License must
be obtained within 60 days of hire and be maintained throughout employment.
Knowledge, Skills, and Abilities
Knowledge of:
• City policies and procedures governing utility payments and billings.
• Computer skills to understand and access applicable procedures using related software.
• Basic procedures of recordkeeping and account reconciliation.
Ability to:
• Exercise good judgment and make sound decisions.
• Establish and maintain cooperative working relationships with those contacted in the course of work.
