Job Description

Position Summary

The Economic Vitality and Housing department works to sustain and grow our vibrant economy and superb quality of life, providing strong leadership to foster economic inclusivity through innovation, entrepreneurship, and business success; equitable housing through meaningful collaboration, policies, and development; and airport excellence through safety, reliability, and world-class customer service. Working with internal and external stakeholders, EVH drives economic and housing strategies, reflects the city's increasingly diverse community, and effectively stewards grants and activities.

Under the direction of the Economic Vitality and Housing (EVH) director, the Grants & Projects Coordinator is responsible for supporting the activities of the economic vitality and housing department, including administering the City’s federally-funded Community Development Block Grant (CDBG) program.

Essential Functions (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills, and other characteristics. 1. Assists with overall department budgeting; monitors and prepares financial reports; prepares and processes payments, agreements, and contracts

2. Conducts field research on issues, policies, and concepts pertaining to economic vitality and housing; gathers, tabulates, analyzes, maintains, and presents data and information in the form of written, graphic, or oral reports; presents to Council

3. Works closely with City departments, businesses, developers, grant recipients, and other public and private sector organizations and stakeholders to align and support EVH goals and objectives

4. Ensures compliance and administers all facets of departmental grants and the federally-funded Community Development Block Grant (CDBG) program

5. Prepares and maintains timely and accurate budgets, financial management, correspondence, and reporting to ensure compliance, including annual CDBG Consolidated Annual Action Plan and CAPER

6. Supervises and monitors sub-recipients, including performing site visits and providing technical assistance necessary for the proper implementation of funded activities

7. Oversees activities administered or performed by other City departments, consultants, or independent contractors

8. Maintains and reconciles the HUD Integrated Disbursement and Information System (IDIS)

9. Performs other related duties as required

Typical Physical/Mental Demands/Working Conditions

Light physical effort. Comfortable working positions handling light weights. Intermittent sitting, standing, and walking. Generally pleasant working conditions. No health or accident hazards inherent in work performed. Intermittent exposure to stress as a result of human behavior.

Though you may not have a formal college degree, professional education and self-improvement are important and demonstrated components of your success.

Education: High school diploma required. A degree from an accredited college or university is preferred and may be applied to work experience requirements.

Experience: Minimum three years work experience with related, demonstrable skills that are transferable to this role.

Licenses and/or Certifications: A valid Utah Driver License must be obtained within 60 days of hire and be maintained throughout employment.

Knowledge, Skills, and Abilities

Helpful Knowledge & Skills:

Principles, techniques, and objectives of grant administration and project management, land use planning, economic development, project area management, housing strategies, auditing and evaluation techniques regarding ensuring compliance with regulatory requirements.

Ability to:

• Establish and maintain effective working relations with co-workers, grant recipients, the public, department heads, elected officials, and officials and employees of other jurisdictions.

• Use considerable independent judgment in all facets of this role.

• Read, write, interpret, and apply complex regulations, policies, and procedures; manage detailed budgets and program requirements including reporting and data analysis.

• Identify, collect, analyze, disseminate, and maintain accurate data and information; compose and present clear and concise written and oral reports and presentations.
